In 2021, with the joint efforts of all regions and relevant departments, the whole chain of plastic pollution control has achieved initial results, the source reduction has been actively promoted, the production capacity of alternative industries has been rapidly increased, the consumption of disposable tableware in the take-out field has been greatly reduced, the utilization rate of recyclable transfer bags between express delivery stations has exceeded 90%, the recycling level of plastic waste has been further improved, and the national agricultural film recycling rate has reached 80%. At the same time, we must also see that the situation facing plastic pollution control is still severe and complex. In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council, implement the requirements of documents such as the opinions on further strengthening the Control of Plastic pollution, the 14th five-year Plan of Action for the Control of Plastic pollution, and promote the control of plastic pollution to achieve greater results, the key work in 2022 is proposed as follows.

General idea

Main tasks

(I) plastic products source reduction action.

Compaction production and sales link responsibility.

It is forbidden to produce and sell ultra-thin plastic shopping bags with a thickness of less than 0.025mm, polyethylene agricultural mulch film with a thickness of less than 001mm, disposable foamed plastic tableware and other plastic products. (The General Administration of Market Supervision)

Strengthen the implementation of the 2021 version of the mandatory national standards for restricting excessive packaging of goods, and promote enterprises to speed up the preparation of standards during the transition period. Pay close attention to the reduction work in the field of business and cultural travel.

Issued and implemented the "Administrative Measures for the Use and Reporting of Disposable Plastic Products in the Business Field", compacted the main responsibilities of commodity retail, e-commerce, catering, accommodation, etc., and implemented the use and reporting requirements of disposable plastic products. Revise the national standard of "Classification and Evaluation of Star Ratings of Tourist Hotels" to include the relevant requirements for the reduction of disposable supplies. Strengthen the management of express packaging.

Strengthen the standardized management of the field of transportation.

The implementation of the national standard "railway passenger transport service quality" in the relevant provisions of plastic pollution control. Guide the highway service area around the continuous implementation of garbage classification regulations, reduce the use of disposable plastic products. Supervise and urge ships to collect, transfer and dispose of ship garbage, including plastic garbage, in strict accordance with relevant laws and regulations, and crack down on illegal discharge of ship garbage in accordance with the law. Incorporate civil aviation plastic pollution prevention and control work into the civil aviation industry supervision and law enforcement information database, strengthen daily inspections of implementation, and organize civil aviation regional administrations to carry out special inspections. Supervise and guide all localities to accelerate the construction of domestic waste classification and collection system.

Rational layout of residential communities, commercial and office space of domestic waste classification collection containers, box rooms, bucket stations and other facilities and equipment, improve the effectiveness of domestic waste classification. Improve the collection and transportation system of rural domestic waste, and increase the efforts to rectify informal garbage dumps. To carry out the scientific use and recycling of plastic film, focus on the promotion and application of biodegradable plastic film and thickening of high-strength plastic film in key film areas, improve the recycling network system, effectively prevent and control "white pollution" in farmland, and ensure that the recovery rate of agricultural film is stable at more than 80%. We will increase the capacity-building of biodegradable plastics testing, and strictly investigate and deal with the acts of degradable plastics such as false standards and false standards.
